English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a new study of local authorities, English councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to manage increasing financial challenges.”

Specific Cases of Proposed Sales

One local authority in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Increases and Wider Financial Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to raise council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He continued: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

Research of county councils this week further found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the survey found.
